CONFIDENTI AL. Your telegram of 2nd October Confidential
I am most grateful for reconsideration of Messers case
and agree with proposal for new Deputy Treasurer but
venture to suggest that the latter appointment need not
necessarily include reversion of Treasurership. Hong Kong
cadet service will feel very keenly the loss of this post
as there is indication that post of Attorney General
Captain Superintendent of Police and Head of Sanitary
Department may also be lost to the Cadet Service in the near
ons of the
future and attractive service will thereby be greatly
diminished. In any case I would request that number of first class cadet appointments should be unaffected. As to salary I presume it is intended that proposed salary of £1200 shall carry existing special privileges referred to on page 2 of
Salaries Commission Report forwarded with my despatch of 6th
September No.395. I suggest that if recommendations of
Salaries Commission abolishing present special privileges
are adopted salary should then be £1400 with high cost
of living allowance and if holder is appointed to Treasurership
should be that recommended by Commission Report
paragraph 42 for first class Cadets namely £1500 to £1800.
I shall be glad to have early advice of probable date of
new officers arrival.
